Energy Efficiency Loan Program
The Energy Efficiency Loan Program is available for
existing buildings in the City of Quincy. The Loan Program is for existing building
improvements for commercial and mixed-use facilities.
Terms and Conditions
-
Loans are participation loans or direct loans.
-
A participation loan will include bank financing
for 50% or up to $10,000 of the project per address.
-
A direct loan can be up to $10,000 per address.
-
Direct loans must be secured by a mortgage lien.
-
Loans are for fixed assets only.
-
Minimum loan is $2,500.
-
Interest rates are as follows:
1 year loan at 1.5%
2 year loan at 2%
3 year loan at 3%
-
Prior approval is necessary before the start of
construction or improvement.

Inspections will be done during and at the completion of
the project.
-
Documentation will be needed to verify the cost of
improvements.
-
The project must meet prevailing wage requirements.
-
The borrower will be solely responsible for compliance
with applicable labor laws.
Qualifying Projects
-
Interior lighting using LEDs, T-8, T-5 or metal halide.
-
Exterior lighting using LEDs, high pressure sodium or metal
halide.
-
Exit signs using LEDs.
-
Motion sensors to control lighting.
-
Air conditioning rated 14 S.E.E.R. or better.
-
Natural gas heating rated 90% or better.
-
Programmable/Set back thermostats for A/C and heat.
-
Double ducted commercial kitchen ventilation.
-
Solar thermal water heating.
-
Double pane low E. windows and doors. (U.
of .33 or less)
-
Doors with foam core insulation. (U. of .7
or less)
-
Wall insulation that meets or exceeds R-15.
(Includes the cost of studding and wall covering (drywall or paneling). Not to
include the cost of taping, mudding or painting of drywall.)

Ceiling insulation that meets or exceeds R-38.
-
Floor insulation that meets or exceeds R-25.
